بررسی جامعه شناختی عملکرد معاونت علمی و فناوری ریاست جمهوری در ارتقای دانش و فناوری کشور با تأکید بر مراکز شتابدهی

چکیده

عصر حاضر، مستلزم وجود شرکت‎ها و سازمانهایی است که بتوانند روند پیشرفت علمی را شتاب بخشند و فراتر از سطح محلی، توانایی حضور در عرصه رقابت‌های جهانی را داشته باشند. پژوهش حاضر با هدف سنجش عملکرد مراکز شتاب‌دهی تحت پوشش معاونت فناوری ریاست ‌جمهوری انجام شده است. بر مبنای سیاست‌های موجود، توسعه علمی و فناوری کشور برعهده این مراکز قرار داده شده است و تصور بر آن است که این مراکز می‌توانند همان عملکردی را داشته باشند که در کشورهای توسعه‌یافته و در آغاز مرحله جهش علمی آنها ایفا کردند و بدین‌ترتیب، پایه‌گذار شتاب علمی و فناوری در شرایط فعلی باشند. این پژوهش یک پیمایش است که در سطح کل کشور صورت گرفته و پیش­آزمون آن در پاییز سال 1400 و آزمون نهایی در بهار سال ۱۴۰۱ اجرا شده است. جامعه‌آماری شتاب‌دهنده‌های در حال فعالیت این معاونت هستند و شیوه کلی نمونه‌گیری در این پیمایش، نمونه در دسترس بود. از آنجا که این مراکز در مراحل مختلف از ثبت تا راه‌اندازی و... و در نهایت شروع فعالیت هستند، حجم کل داده آماری ۱۱۰ مورد است. چارچوب تحلیلی این تحقیق با استفاده از نظریه کارت امتیازی متوازن(BSC) است. در این نظریه عملکرد سازمان، واحد یا شرکت و ... موردنظر بر اساس چهار چشم‌انداز مالی، مشتری، داخلی و چشم‌انداز نوآوری و یادگیری سنجش می‌شود. همچنین، متغیرهای مستقل به‌کار گرفته شده در این پژوهش، ارزیابی از زیست‌بوم کارآفرینی در کشور و متغیرهای زمینه‌ای است. ارزیابی از زیست‌بوم کارآفرینی در سه بعد؛ سیاست، منابع مالی و پشتیبانی اندازه‌گیری شده است. در نهایت، متغیرهای زمینه‌ای با توجه به دیدگاه آمارتیاسن، در پنج محور ناهمگنی‌های شخصی، گوناگونی‌های محیطی، تنوع در شرایط اجتماعی، تفاوت در دیدگاه‌های ارتباطی و توزیع درون خانواده سنجش شده است. نتایج نشانگر آن است که رابطه‌‌های بسیار قوی بین تلقی و ارزیابی پاسخگویان از زیست‌بوم کارآفرینی و چشم‌اندازهای چهارگانه سنجش عملکرد در الگوی کارت امتیازی متوازن وجود دارد.

چکیده [English]

Today's era requires the existence of companies and organizations that can accelerate the process of scientific progress and beyond the local level, have the ability to participate in global competitions. The current research was conducted with the aim of measuring the performance of acceleration centers under the coverage of the Vice President's Office of Technology. Statistical population are the active accelerators of this deputy. The analytical framework of this research is using Balanced Scorecard (BSC) theory. In this theory, the performance of the organization, unit or company, etc., is measured based on four perspectives: financial, customer, internal, and the perspective of innovation and learning.

Also, the independent variables used in this research are the evaluation of the entrepreneurship ecosystem in the country and background variables. The assessment of entrepreneurial ecosystem has been measured in three dimensions of policy, financial resources and support. Finally, according to Amartya Sen's point of view, the contextual variables have been measured in the five axes of personal heterogeneity, environmental diversity, diversity in social conditions, differences in communication perspectives and distribution within the family. The results show that there are very strong relationships between the respondents' perception and evaluation of the entrepreneurial ecosystem and the four perspectives of performance measurement in the balanced scorecard model.
